Winchester, Union City candidates address issues

In its ongoing coverage of local elections, The News-Gazette regularly asks questions of candidates and publishes the answers before Election Day so voters can be more informed when they go to the poles. Letters asking a variety of questions regarding the upcoming election were sent in early October to all Randolph County candidates in opposed races on the ballot.

The following candidates provided responses to the submitted questions:

Winchester Mayor

Name: Steven Croyle

Party affiliation: Republican

Occupation: Mayor, City of Winchester

Why are you seeking office: We've been very successful in enticing new investment, creating jobs and upgrading and improving city services. I wish to continue and build upon the solid foundation we've laid. I believe I offer the positive leadership needed to continue to move our city forward.

What experience do you feel qualifies you for the office you are seeking: Prior to serving as your mayor, I served for 12 years on city council representing precinct #1. I serve or have served on the Board of Works, Redevelopment Commission, Randolph County Economic Development Foundation and the executive board of the Winchester Area Chamber of Commerce as well as the Winchester Main Street Board of Directors.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: First would be to build on the momentum that we've established in these first four years that has resulted in new investment jobs and growth for our city. You cannot sit back and expect opportunities to just happen. As your mayor, I will continue to aggressively seek out opportunities, build partnerships with the public and private sectors and utilize all the tools and resources afforded cities by Indiana Code to continue to move our city forward. Second, maintaining and continuing the fiscal responsibility we've established. This will require keeping a close watch over department budgets making sure that the needs of the city are being met in the most cost efficient manner possible. During the past four years, we have actually reduced several department budges and still maintained services in spite of the fact that the cost for providing these services has gone up significantly. Third, continue our efforts to rehabilitate our city's infrastructure and create a process to assist in the rehabilitation of sidewalks and in some cases, neighborhoods. We will need to continue our ongoing efforts at the City Wastewater Treatment Plant doing the necessary upgrades to the plant and delivery system needed to improve our efficiencies and reduce the cost of treatment. Preventative maintenance to our streets is another key to controlling cost. Our preventative maintenance program has implemented the steps needed to maintain our streets at a high level while keeping our cost down. Finally, I will ask the city council to establish a fund utilizing gaming revenues to establish a one to one grant process for property owners needing to rehabilitate their sidewalks.

Why do you feel a voter should cast a ballot in your favor: In my first term as your mayor, we have generated more growth, jobs and investment than in any comparable period. We must continue to build on the solid positive foundation we've laid. As your mayor, I will use all the tools and resources available to sustain and expand the growth and excitement our city now enjoys.

Name: Ralph Cook

Party affiliation: Democrat

Occupation: Retired

Why are you seeking office: Winchester needs a positive change in the way all monies are spent to best suit all the citizens of Winchester, not the present path city officials have taken. They are being very secretive in some of their dealings - such as buying the implement building for over $300,000 to house the street department. By doing this, they took it off of the city tax base. Tax abatements should only be for companies that have a high standard of employment or are here to promote a substantial increase to business already here. Winchester is the county seat of Randolph County. Like it or not, the county has a bearing on your city such as making decision on the axle of your downtown - the county courthouse. The wheel of downtown is not going to turn properly until the axle is fixed. It is at that time that we can have a positive look for the future of the downtown area.

What experience do you feel qualifies you for the office you are seeking: My experience is from managing grocery stores and managing a complex in Nevada, working in the mobile home industry - having a small business of my own and a few hard knocks.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: Complete honesty and accountability with employees as well as the citizens of Winchester. Never buying city equipment on a payment plan like the street sweeper we just purchased for $120,000 and paying the 4.7 percent interest over five years. If you created a debt or burden for your family would you not tell them or at least consult them?

At no time would I let a debt get over budget like the park debt of $30,000 unless there was a major disaster such as a flood or storm. I'm not the smartest fellow in the world, but I can sure pick smart colleagues (to quote FDR). I am in no way criticizing the park department or park management personnel.

There has not been a respirator clearance or fit testing done on firefighters in order to wear safely contained breathing apparatus (the air packs firefighters wear during a fire) in the four hears of this administration even though it was a budgeted item. There has been no single purchase of any new self-contained breathing apparatus during this same four years. All of the city's current self-contained breathing apparatus are not compatible for firefighters. Firefighters responding to a motor vehicle accident do so without any protective gear because the response of their turnout gear is not built into the response procedure, therefore they could be required to perform auto extrication without equipment required by standard operating procedures issued by the fire chief and signed by the mayor and board of works.

Why do you feel a voter should cast a ballot in your favor: Honesty and accountability. I am not afraid to voice my opinion, even if at times I may be wrong. I can take the heat.

Winchester City Judge

Name: Jack Fowler

Party affiliation: Republican

Why are you seeking office: I love serving in public office and serving the needs of the people. While serving as mayor, I made myself available 24 hours a day. This office and its structure is ideal for me. Due to the part time aspect, it affords me the opportunity to serve as judge and still have time for my family and community activities.

What experience do you feel qualifies you for the office you are seeking: Mayor for 20 years (1980-2000), Winchester City Councilman for 12 years (1972-1980 and 2004-2008) and Police Commissioner for 28 years (1972-2000).

While serving as mayor and acting police commissioner, I received daily logs from the police department for review. The logs included everything that happened in Winchester, including arrests, fines, court costs and court dates. I also managed individuals that were serving community service time in Winchester as they were referred to my office from the county courts. I maintained work records and reported to authorities at the county level. I have also attended several hours of schooling and training dealing with law.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: The State of Indiana is planning statewide changes in city court programming. If elected judge, I will work in accordance with changes made by the state and adapt the Winchester City Court to those changes. Second issue, city governments statewide are concerned about better ways for the city courts to serve the community. While at the Cities and Towns meeting in Evansville, this matter was discussed extensively. I shall work closely with the mayor and have an open door policy. All government officials and citizens would be welcome. After attending the Cities and Towns convention and conversing with other judges, I find that it is crucial to educate the public on laws and codes. I will work in conjunction with law enforcement and a representative from the insurance field to speak at service organizations and student driving classes.

Why do you feel a voter should cast a ballot in your favor: The voters in the City of Winchester know me as a friend who is committed to serving the people of this town. I will do my best if elected and continue to bring honor to the office of Winchester City Court Judge.

Name: David Coffman

Party affiliation: Democrat

Occupation: Superior Court bailiff

Why are you seeking office: As I have worked in county government for nearly 17 years, I would like to put my experience to work as city judge.

What experience do you feel qualifies you for the office you are seeking: My four years as a jail officer and almost 13 years as a bailiff serving under two very competent Superior Court judges.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: I do not believe there are any issues to debate in the office I am seeking.

Why do you feel a voter should cast a ballot in your favor: I believe I am the most qualified candidate. Otherwise I would not be seeking this position.

Winchester City Council

District 1

Name: Larry Preston

Party affiliation: Republican

Occupation: Quality receiving technician for Hills Pet Nutrition, Inc.

Why are you seeking office: To continue to create an environment indusive for people to live and raise their families.

What experience do you feel qualifies you for the office you are seeking: I am passionate with business skills such as commodities trading and inventory control. I have experienced governmental issues at the city and state level for several years.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: Economic development - Make sure budgets are balanced and offering tax abatements to draw new business to the area to allow us to keep property taxes low. Taxes and finances - Make sure departments stay within their budgets. Continue to manage a city of no debt with qualified and rewarded city employees. People - Keep the cost as low as possible for citizens to live in Winchester.

Why do you feel a voter should cast a ballot in your favor: I am a hard working, honest person who wants to see Winchester continue to grow and be a self-supportive community that is a great place to live.

Name: Melanie Robinson

Why are you seeking office: To continue working for the people in my district and the other citizens of Winchester. To help make Winchester a better place to live, work and enjoy.

What experience do you feel qualifies you for the office you are seeking: I have served 1 3/4 terms on city council.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: To get the police department back up to where it was number-wise. Keeping the budget down, paying off bonds, working for the people.

Why do you feel a voter should cast a ballot in your favor: Because I will work hard for the citizens of Winchester.

Winchester City Council

District 2

Name: Thomas "Tom" Sells

Party affiliation: Republican

Why are you seeking office: I was asked by some Winchester residents to seek office. I'm a concerned person in the community, for its welfare and its future. So I felt one way to show my concern was by seeking the city council office.

What experience do you feel qualifies you for the office you are seeking: I've been self and employed and have been involved in various civic groups throughout my life. I've attended many council meetings and am aware of many of the workings of the town of Winchester.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: The most prudent use of tax dollars, the safety and fire protection of Winchester. Always to look forward to ways to improve the local economy through new jobs and trying to keep the local workplaces to remain in the community. This is done through cooperation between the various civic and government bodies such as economic development, county commissioners, chamber of commerce and the Winchester City Council. Working together to make incentives and changes to attract new business. To keep open communication with all current local business to keep them aware of possible grants and tax incentives to improve their business. Good business equals good jobs.

Why do you feel a voter should cast a ballot in your favor: First, I'm open and fair and will not cater to only those in my political party. I believe as we work together we can do some good for our community, I believe in the power of unity.

Name: William Monroe

Why are you seeking office: To help keep Winchester moving forward in a positive direction!

What experience do you feel qualifies you for the office you are seeking: Running a successful art business for years, I have been self-employed for most of my adult life. I spent eight years on the City Council, from 1996 to 2004 and have a good understanding of how city government works .

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: I think the city has been making positive gains in the past 20 years, even though we have lost many high paying jobs we are not alone as most small communities have had the same problems . Winchester has a very strong industrial base that appears to be getting stronger. Some very strong family businesses have always supported Winchester. We still have a very strong tax base that should keep growing, as companies expand and new housing developments are built. We as a council take care of your tax dollars that you give to us to run your city. Winchester should grow and still be a great place to live, raise kids and retire.

Why do you feel a voter should cast a ballot in your favor: I am a lifelong Winchester citizen and my experience includes eight years on the city council.

Winchester City Council

District 3

Name: Bill Peden

Party affiliation: Republican

Occupation: Financial Advisor with Edward Jones Investments

Why are you seeking office: I am seeking reelection because I feel it is necessary to give back to my home community, which has been so supportive over the years.

What experience do you feel qualifies you for the office you are seeking: I have served the last four years on the City Council. I have also served four years on the Board of Works and Public Safety, and have spent the last year on the Redevelopment Commission. I am very familiar with the city's budget, policies, personnel, and goals. I also have a sound understanding of what has been accomplished in order to have the current level of economic growth happening in Winchester.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: There is no doubt that the top of the list is economic development. By increasing our taxing base through development and growth, we will be better able to spread out the tax burden so our citizens won't be hit so hard on their property taxes. The next area is the sound management of everyday operations so we don't have frivolous spending and wasteful bureaucracy. While I feel that the current council has done a good job with this, I believe there are still some areas that need our attention. Finally, any person elected to this position should recognize that they are elected to serve the constituents and to treat "our customers" (the taxpayers) with the utmost respect and civility in all matters.

Why do you feel a voter should cast a ballot in your favor: I have been very active in city government since I was elected in the last election. I have proven to be dedicated and willing to work with and communicate with all citizens regardless of political affiliation. It isn't a coincidence that we are seeing investment in our community, new businesses, and dirt being moved for new construction. If people want to see Winchester continue in its growth-oriented fashion, then I would appreciate their vote on election day.

Why are you seeking office: I feel it is time to pay back the citizens of Winchester by serving on the city council. It is time to make a change.

What experience do you feel qualifies you for the office you are seeking: By serving on various boards, clubs and organizations including serving on Saratoga Town Board for 11 years.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: Open communication within our various city departments.

Why do you feel a voter should cast a ballot in your favor: To make a difference in our community.

Winchester City Council

District 4

Name: Bob McCoy

Party affiliation: Republican

Why are you seeking office: To obtain a better understanding of city government, and to assist my fellow council members in making the right decisions in keeping Winchester growing and moving forward.

What experience do you feel qualifies you for the office you are seeking: 15 + years in management, experience in dealing with the public.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: 1. Keeping the cities spending and expenses under control. A: Reviewing the current benefit package and recommending to council what we need to do to reduce costs. 2. Keeping sewage and trash rates under control. A: Work at presenting other options if a rate increase is brought to the table. 3. Keeping our current park program on track. A: Getting the citizens to come out and use our park,by having more programs,such as church services at the new pavilion, festivals, school functions and YMCA programs.

Why do you feel a voter should cast a ballot in your favor: I feel Winchester needs fresh ideas brought to the table and I would treat the city's money as if it was my own.

Name: Jim Passmore

Why are you seeking office: To serve my city.

What experience do you feel qualifies you for the office you are seeking: Twenty previous years on city council.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: Spend our money wisely. Vote wisely.

Winchester City Council

At-Large

Name: Todd Schroeder

Party affiliation: Republican

Occupation: Physical therapist

Why are you seeking office: I'm seeking office to help improve the future of Winchester and to create a safe environment to raise a family. I would also enjoy the opportunity to give back to my community and serve the citizens of Winchester. I'm running for city council at-large to ensure that the City continues to grow and develop new opportunities.

What experience do you feel qualifies you for the office you are seeking: I feel I'm qualified for City council at-large because I have served in that capacity for the last four years. I have also served as past president of the Winchester Lions Club. I am currently the manager of an outpatient physical therapy clinic. In each of these offices I was required to develop a budget, supervise staff and provide direction to ensure success.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: Issues: 1. Property taxes; 2. Budget; 3. Increasing revenue and new ways to provide funding for projects; 4. Growth in both jobs and population; 5. Infrastructure; 6. Police and Fire equipment needs; 7. Street department equipment needs; 8. Improving the park and finding new ways to funding these improvements; and 9. Continued improvement to waste water treatment plant.

My approach is the same with all the issues that face the city. I believe that you first need to educate yourself about all the options given to the city. Then you need to develop a plan that enables you to move from one project to another until the goal is reached. The last part of my approach is to always review the plan and determine if another option may best service the project.

Why do you feel a voter should cast a ballot in your favor: I feel a voter should cast his or her ballot for me because I feel my experience will help me be more successful in a second term. As a new council member over the last four years, I learned a lot about city business and how to balance a budget. I believe if given a second term we can continue the positive direction the city is moving in and continue to grow.

Name: Scott West

Party affiliation: Democrat

Occupation: Vice president of Colonial Home Builders and Developers and Colonial Cabinet and Millwork. School bus driver for Randolph Central Schools.

Why are you seeking office: I am seeking office because if Winchester is going to progress as a first class city, it needs a unified city administration. We need a city administration that will work for the citizens of Winchester, not an administration that works for their best interests or the interests of certain

groups. The current administration seems to have a problem working with every council person currently serving in city government. That is quite apparent since the mayor has started a redevelopment board. It seems that board doesn't feel or doesn't know it should report to the council on its findings or its recommendations. Apparently someone has the idea the redevelopment commission can take the place

of the city council by voting on things that the council should be deciding on. The mayor, council and board of works should comprise the city administration and work in a bipartisan manner to move Winchester forward in economic development and to make Winchester a beautiful destination to live, work and visit. If I am elected that is my goal.

What experience do you feel qualifies you for the office you are seeking: Even though my grandfather was mayor back through the 1960s into the early 70s. I remember his love and his commitment to the City of Winchester and its citizens. He unselfishly passed that along to his grandson. I would like the opportunity to share my love and commitment to the city and its citizens as my grandfather did. Through our family construction business I have learned to deal with a lot of different situations and have grown to know a lot of people through my 25 + years. And having been a school bus driver since 1982 has helped me learn, grow, become more patient and deal with a variety of situations. I feel my work experience has qualified me for council person at large.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: #1. Make the city administration accountable to the Citizens of Winchester. The Mayor needs to work with the council that has been elected to work with him/ her. It seems there is a lot of time and effort being spent to appoint boards and commissions to rubber stamp the mayor's wants, instead of working along side the council to accomplish the mayor's goals. It sort of seems like maybe the council does not know some of what is going on from the mayor's office until after the fact. Apparently there is a move by the mayor and some on his redevelopment commission to either sell or trade off the Beeson Farm. The Beeson Farm was willed to the city to be an asset to help fund the Beeson Golf Course and Club House and the south side (Beeson) park. I am sorry, maybe everyone does not feel this way but I will never vote to sell or trade off any asset willed to the city. That would be like selling off the rights to the toll road. Again, as council at large I will work in a bipartisan way to restore fiscal accountability to the city administration. #2. It seems that we have a serious morale problem in the fire department and the police department. I remember my grandfather treated all of his employees like members of his own family during his administration. If they had a problem with something he did or if he had a problem with something they did, he would go as far as inviting them into his home to work out there problem, in other words there was always an open line of communications between him and his employees. Apparently, with the current administration there is a lack of communication and understanding. That is a real shame. I know just about every city employee, and let me tell you, they are the City of Winchester's biggest asset! Good employees are really hard to find in todays world and it would be a real travesty to lose anyone of them because they were not allowed to express their feelings to the City Administration. If I am elected to council, it will be a priority to reopen that line of communication with our employees.

Why do you feel a voter should cast a ballot in your favor: I love Winchester! I just do not think its citizens are getting everything they should from the current administration. I want to change that. I promise to change that! I want to establish that open line of communication now. If you have questions or comments, Call Me!

Union City Mayor

Name: Bryan Conklin

Party affiliation: Republican

Occupation: Major/National Account Manager Bose Corporation (work from home office).

Why are you seeking office: I would like to see all the positive programs this current council has accomplished in the last four years continue to move forward. I am a fifth generation of this area and was raised in Union City. My wife Patricia and I have raised a son and we are now raising a daughter here as well. We choose to live here. I believe it is important to give back to the community. We enjoy calling Union City our home and want to see it thrive again. It is a great place to raise a family.

What experience do you feel qualifies you for the office you are seeking: I have a multitude of experiences that I can draw from that will enable me to serve our community as mayor. Not just my political experience but also experience within our schools, our church and general overall business experiences. For several years now I have severed on committees for our schools, coached baseball and soccer. I have served on church council and have also been an active member of various organizations throughout the community. I was able to successfully work full time, be active with our son and community and at the same time obtain my Masters in Management. I am currently President of City Council, a member of the Union City Community Economic Development Committee and a member of the Randolph County Area Planning Commission. As a council member I have helped in achieving many positive projects such as; sidewalk reconstruction plan, annexation plan for business development, new city building, north storm water drainage project, improved trash collection, Rails for Trails Project, local education initiative, the development of a long term fiscal plan and minimum housing standards ordinance. With my various experience within the schools, community and city; I feel I have a well rounded knowledge as to what is needed in our community.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: Jobs, reducing property taxes and increasing property values.

If we continue to do what we have always done we will continue to have what we always have had. This statement is so true! Fortunately this current council has been able to make great strides in these areas. First thing was to financially support the Union City Community Economic Development Committee. Of which I am a member of. The cooperative effort of volunteers from both sides of the state line meets once per week developing ideas how to attract new business and manufacturers to our community. We have some exciting projects that are nearing completion; one is a Canadian manufacturer who is interested in the UCBC facility on SR 32 and the PCI expansion into the school bus hybrid market which will take over some of the additional UCBC buildings. In addition to these projects we have Cardinal Ethanol commencing production next fall. We are investigating an international company to assist in marketing all available building sites and buildings within our community. Secondly we did not have industrial/manufacturing building sites within the city limits. The council has approved an annexation plan that would extend our city limits past the PCI facility. This gives us several acres to market; PCI has land for additional industrial building sites and there is additional land which is part of the UCBC facility that can be also developed.

As we add manufacturing and industrial sites within our city limits we add value to our tax base and will in turn assist in reducing taxes. Another key component in controlling taxes is to challenge our employees to reevaluate our expenditures without affecting our services. We need to do things smarter. We can't always do what we have always done and expect different results.

Jobs will bring growth to our community, with growth more people will come to our community to purchase homes and will eventually increase our property values

Why do you feel a voter should cast a ballot in your favor: My experience and track record with the current council shows how committed I am in making this community a better place to live and help manufacturers to locate here. Many positive projects have been accomplished in the last 3 years. We are just getting started and I would like to keep the ball rolling as mayor. I plan to continue my efforts in supporting the police department to keep our families safe, improve property values, evaluate ways to reduce our taxes and work with the state and county to bring jobs to our community. Over the last four years volunteerism has grown within our community. The attitude has become "we can do anything we put our minds to" within these organizations. Remember last year with our first "Community Christmas" and when the lights lit up the park, it made us all proud. Proud to be see what this community can accomplish. Like I stated beforeŠ"we are just getting started"

Name: Vic Bothast

Party affiliation: Democrat

Why are you seeking office: I decided to run for mayor because I haven't seen Union City rebound from what I think corporate America and the politicians have caused. I see $8 - $10 an hour jobs being created and it is helping to destroy the way Union City should be. You can't keep growing a community creating those type jobs. So I believe with EDIT funds we can help train citizens in different trades that will benefit the city in getting better paying jobs. We should be using EDIT funds for a new direction because it seems that what we are doing isn't working that well for our citizens and the intent was sold as a plan to help every citizen

What experience do you feel qualifies you for the office you are seeking: I have been active in the political arena for many years. I have taken positions that some thought were troubling and may have been for some. But I tried to always keep in mind what was best for the community and the majority of its citizens. It may be that the city needs someone who doesn't have a lot of internal experience. We may need someone with fresh ideas and who's not afraid to tell other people in leadership positions that it's just possible they're wrong.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: Making Union City affordable to live in and raise a family is the number one issue however the answer to the first issue will bring up more issues and hopefully answers to the problems. Making Union City affordable means we have to stop taxes from increasing. We are in the top 22 tax districts in the state for property taxes which consists of only about five different cities according to the tax scale as of 2006. We can do this by doing some of the work we are outsourcing ourselves. We have the equipment and tools needed to start doing this with our present employees. If we start utilizing our employees it should reduce cost of utilities supplied by the city or at least slow the expense enough that citizens can see a savings. We need to use EDIT funds for new approaches on bringing new employers to Union City. We can use EDIT funds for training for those that want it. We may be able to use EDIT money to help first time home buyers or for home improvement. This is all, or should be, part of economic development.

If we can show potential good employers that we are a city that cares about the future of our citizens, they may look at the city with a different respect than we have been used to.

We need to possibly take over abandoned factories to start businesses other than industry. Maybe businesses that draw people from outside Union City to come and spend their money. We need to listen to the citizens and their ideas. What I've seen and heard from the citizens is many times common sense that would save the city money; again making Union City an affordable place to live.

Why do you feel a voter should cast a ballot in your favor: I am asking the voters of Union City to cast their votes for me because I have what I feel is the majority of the citizen's best interest as a priority and that being, making Union City an affordable city to live in. If you know me, you know that it has been a big part of my life representing others in areas where they weren't comfortable speaking up for themselves.

Occupation: Small business owner and sales manager.

Why are you seeking office: As a resident of Union City with small children, I believe that I have a vested interest in improving the perception that others have of our city. What experience do you feel qualifies you for the office you are seeking: With 18 years of public service as a firefighter/EMT, I have the ability to make crucial decisions under pressure. I also have positive public relations skills which make me approachable and easy to talk to. I also believe that my understanding of business operations will better enable me to understand and maintain the operations of the city.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: 1. The inability to secure quality businesses with stable job opportunities. My approach to this would be to develop sites, complete infrastructures and have policies in place. This would allow us to aggressively pursue any leads of actively growing companies. 2. The lack of citizen involvement in important city issues which will ultimately affect the future of Union City. My approach to this would be to empower citizens by encouraging involvement and attendance at council meetings. This would allow citizens to be informed of the issues and to understand that decisions are being made for the greater good of the entire community.

Why do you feel a voter should cast a ballot in your favor: I believe that my level-headed and common sense approach to business and life are qualities needed in the mayor's office in order to produce positive, progressive change for Union City. What experience do you feel qualifies you for the office you are seeking: During my first term I earned Indiana Accredited Municipal Clerk (IAMC) Certification by taking advantage of the training and continuing education opportunities that are provided for Indiana clerk-treasurers. I feel this training, along with four years of experience in the position, qualifies me for another term.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: The main issue that faces the office of clerk-treasurer in a small town is utilizing city funds wisely. Every dollar counts. I keep very meticulous financial records for the City and am able to communicate that financial information to the city council, city boards and department supervisors so that they can make informed decisions about budgeting and spending.

Why do you feel a voter should cast a ballot in your favor: I feel the Union City voters should reelect me as clerk-treasurer because I have their best interest at heart. I keep a close eye on the finances of the city. I have tried to create a welcoming atmosphere for visitors to city hall. But most of all, I have created many financial reporting practices that aid the other officials of the city in making well informed financial decisions for our citizens.

What is your approach to each of these issues: Without really knowing all the issues and challenges facing us, I plan to listen and learn the first few months before making any judgments. What experience do you feel qualifies you for the office you are seeking: I have worked to build a successful small business over the last seven years. I am a homeowner and landlord in Union City. I am involved in many community organizations, serving in leadership roles and dedicating my time and energy to the betterment of our community through work with my church, the Boy Scouts and youth mission work.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: Minimal employment opportunities is one of the main concerns. I believe we need to find a way to attract new business or industry to the Union City area. This is a huge task that will take collaboration at all levels of our local government to address. I have been attending council meetings to learn about the possible approaches. I believe there are many good ideas being considered, such as various ways to utilize EDIT funds and I hope to be a part of determining a long-term solution to the economic state UC is currently facing.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: I believe that Union City is in a depressed economy. The Democrat party has a plan to get individuals to become homeowners instead of renters. People may have a better sense of pride for themselves and the community. There are too many homes for sale or rent in Union City.

I also feel that we don't have enough money budgeted for our streets. I know they are trying, but next year we will lose our Major Moves money from the state and all we have left is a percentage of the Wheel Tax from Randolph County.

Why do you feel a voter should cast a ballot in your favor: I feel that if we as a group (Union City Democrats) would be elected, we could make positive change and turn confrontation into problem solving.

What experience do you feel qualifies you for the office you are seeking: I started the Concerned Citizens Group for City Improvement in Union City and have worked for the public on a local, state and federal government level for the past 45 years. I go to all local government meetings and I'm up to date on the issues.

Why are you seeking office: This city needs a team player with their own ideas. I want to be with the right decision

making team. Every decision that is made affects the people in one way or another and I think that the correct leadership can solve this problem.

What experience do you feel qualifies you for the office you are seeking: I have lived in Union City for the majority of my life and currently live here with my great family. I have been a leader in everything I have dealt with, and I can bring an honest, intelligent voice to the council. I feel that I represent the majority of the "average" people in Union City. With that

alone I feel that this should qualify me to run for councilman. The"average" need to have a voice of their own.

What do you see as the main issues (in order of importance) facing the office you are running for? What is your approach to each of these issues: For one, housing is a big issue in our community and I have seen abandoned and neglected homes in our community. I feel that the city has ordained in place to make the home owners or financial institutions responsible, for upkeep and the future of the home. We need to also make

the landlords keep their rental homes up to standard. We have a housing standard ordinance that will do just that.

Furthermore, I would take a hard look at all the city owned vehicles. To incorporate the age, usage, and maintenance records for the future to the city. Also, I would like to suggest a plan for most future maintenance to be done by the city employees and not outsourcing .

Why do you feel a voter should cast a ballot in your favor: I feel that being a part of a great team is very important in making Union City a wonderful place to live. I would like to see a different standard from our city voice. I will always keep the city involved as well as informed. I will bring a team player attitude with a voice of the "average" person in order to make a difference no matter how small the subject. There is no reason for the "average" to be overlooked any longer.
